VIC:Hungry Jacks fined for underpaying staff=2

On Wednesday, the General Manager of Competitive Foods Australia, Ian Parker, said
Hungry Jack's had not deliberately cheated its employees.

He said the underpayment occurred when Hungry Jack's Tasmanian workplace agreement,
negotiated with the Shop, Distributive and Allied Employees Association (SDA), was not
certified by the Tasmanian workplace authority.

"Once we became aware that the Tasmanian SDA agreement had not been certified, steps
were immediately taken to back pay employees under a different award," Mr Parker said.

"Hungry Jack's takes its responsibilities as an employer very seriously and we are
proud of our previously unblemished record as a major employer for more than 30 years."

AFL:AFL great says game has become soft

ADELAIDE, Aug 16 AAP - Former Adelaide great Mark Ricciuto fears the AFL is becoming
a near non-contact game because of soft umpiring.

Brownlow medallist Ricciuto says he's infuriated by "soft umpiring and soft rules" in the AFL.

"I fear for the way the game is going, that it will soon be close to a non-contact
sport," Ricciuto wrote on Monday in a column in Adelaide's The Advertiser newspaper.

The eight-time All Australian and former Adelaide captain said the AFL "has become too soft".

"Not the players, but the game itself," he said.

"In a week when the league has decided to look at more strange rule changes ... it
should instead have surveyed the fans about the physical state of the game.

"Sadly, the AFL is being weighed down by soft umpiring and soft rules where hard physical
contact is slowly being outlawed.

"And it's infuriating me."

Ricciuto said players were "clearly exploiting" soft interpretations of rules such
as high contact.

"We have got a situation where players have become experts at running into contests
head-first knowing that if they are taken high, they will win a free kick," he said.

NSW: Police medically retiring at 10 times rate than in Vic

By Nick Ralston, State Political Reporter

SYDNEY, Dec 10 AAP - NSW police retire on medical grounds at 10 times the rate in the
Victorian force, prompting calls for a review of their benefits.

Auditor-General Peter Achterstraat has recommended a review of the death and disability
scheme, which covers 12,000 officers, following his report into managing injured police.

He said there was a 300 per cent increase in the number of medical retirements in the
first two years after the new scheme was introduced in 2005.

The cost of managing injured officers now exceeded $110 million a year, Mr Achterstraat found.

"There is also cost for the community ... we're losing experienced, highly-trained
police officers that take a great deal of time to replace," he told reporters.

The report showed there were 445 medical retirements in the NSW Police Force in 2006-07,
compared with 47 in Victoria.

There was also a sharp spike in retirements of officers employed after April 1988 -
those who are covered by the death and disability scheme.

Mental stress was listed as the third most common cause of injury, after being hit
by a moving object or body stress.

Mr Achterstraat said the NSW Police Force should conduct an immediate review of the
scheme and look to either reduce the benefits or scrap it altogether.

The force must also look at the number and location of restricted duties positions
so there was "more flexibility" to get injured police back to work, he said.

Police Minister Tony Kelly has refused to completely scrap the scheme and said a review
into all emergency service compensation schemes is underway.

He said the government would respond to Mr Achterstraat's report in time, while Police
Commissioner Andrew Scipione said the force would look at the recommendations.

"We need to look after our officers. People do get injured in the workplace," Mr Scipione
told reporters.

"This is a career that carries with it significant risk and therefore we need to be
responsible and manage that risk and help them get back to work."

However, the NSW Police Association said officers needed to be assured they would be
given proper protection if they were expected to continue in their high risk job.

"It is not people in ivory towers, it is not bean counters in the attorney generals
office, it's police officers that are keeping us safe," association secretary Peter Remfrey
told reporters.

"They need the protection and they need to know tonight and today if they put themselves
at risk for the community that they are going to be looked after."

FED: Electricity sector call for "pass through" clause for ETS

Electricity companies intend to pass on any extra costs from a move to an emissions

Fairfax newspapers say clauses for carbon adjustment are now being added to future
electricity supply contracts.

And an environmental lobby group says the move will also see the coal-fired sector
pass costs of tackling climate change to consumers.

JEFF ANGEL from the Total Environment Centre says he's obtained the December minutes
of a meeting of the Australian Financial Markets Association .. which shows the addition
of carbon adjustment clauses was discussed for new electricity supply contracts.

He says the message for the government is DON'T give the coal-fired generators any subsidies.

Fed: Rudd delivers formal 'sorry' to parliament =14

Opposition Leader Brendan Nelson said he rose to speak "strongly" in support of the apology.

"Today our nation crosses a threshold.

"We formally offer an apology, we say sorry to those Aboriginal people forcibly removed
from their families through the first seven decades of the 20th century," Dr Nelson said.

"In doing so, we reach from within ourselves to our past, those whose lives connect
us to it, and in deep understanding of its importance to our future."

Dr Nelson urged other Australians to place themselves in the the shoes of the stolen
generations and see the issue through their eyes "with decency and respect".

"This chapter in our nation's history is emblematic of much of the relationship between
indigenous and non-indigenous Australians from the arrival of the first fleet in 1788,"

Dr Nelson said.

"It is one of two cultures.

"One ancient, proud and celebrating its deep bond with this land for some 60,000 years.

"The other, no less proud, arrived here with little more than visionary hope, deeply
rooted in gritty determination to build an Australian nation, not just for its early settlers
and indigenous people but those who would increasingly come from all parts of the world.

"Whether Australian by birth or immigration, each one of us has a duty to understand
and respect what has been done in our name.

"In most cases, we do with great pride, but in others it is with shame."

Fed: Lacross champ and AFL coach's sister enters politics

ADELAIDE, Aug 26 AAP - Former world champion lacrosse player Jenny Williams will stand
for the Australian Democrats in the marginal federal seat of Hindmarsh at the next election.

"I checked out all the political parties: the Liberals are not compassionate and Labor
doesn't let you exercise your own brain and conscience," Ms Williams, a member of one
of South Australia's best-known sporting families, said in a statement.

"I have very deliberately chosen the Democrats because they are the best party for
me and for Australia.

"I want to make Hindmarsh a better place and there are lots of issues I want to tackle,
but in particular I want to promote active, healthy lifestyles for families and children."

Ms Williams has won an extensive list of sporting honours in lacrosse, touch football,
cricket, Australian rules football and soccer.

She was a member of the 1986 world champion lacrosse team.

Democrats senator Natasha Stott Despoja said Ms Williams was a natural Democrat.

"She has that combination of compassion, commonsense and independence that is the essence
of our party," she said.

Ms Williams, 50, is a physical education teacher, her husband is a general practitioner
and they have a 14-year-old daughter.

She is the sister of Mark Williams, coach of the Port Adelaide AFL team.

Vic: Plane lands on golf fairway

MELBOURNE, April 11 AAP - A Cessna aircraft on a training flight made an emergency
landing at one of Melbourne's most exclusive golf clubs today.

The Cessna 152, owned by the Royal Victorian Aero Club, was on a training flight out
of Moorabbin Airport when its engine failed.

Metropolitan Fire Brigade (MFB) spokesman Trevor Woodward said the plane landed on
the 12th fairway of the Capital Golf Course at Heatherton in Melbourne's southeast at
about 12.20pm (AEST).

Capital, which is used almost exclusively by high-rollers at Melbourne's Crown Casino,
is opposite the Airport.

Mr Woodward said the MFB was first informed of the incident by the Moorabbin Airport
tower, by which stage the plane had already landed safely.

"Everything has happened very quickly," he said.

The Royal Victorian Aero Club said the Cessna was on a training flight and the two
people on board were uninjured.

The plane was not damaged.

The aero club would not say if a trainee was in control of the plane when it landed.

Fed: Power is everything - why Howard isn't quitting

Fed: Power is everything - why Howard isn't quitting

By Doug Conway, Senior Correspondent

SYDNEY, AAP - Unlike benevolent billionaires, who remain immensely rich despite giving
away vast sums of money, politicians are not noted for relinquishing what they spend their
lives trying to acquire - power.

Philanthropy does not exist in politics, as Peter Costello has discovered the hard way.

John Howard's decision this week to seek a fifth federal election victory, a feat achieved
only by seven-times winner Sir Robert Menzies, comes as a disappointment to few and a
surprise to none.

Without prime ministerial power, politicians cannot make their mark on history, cannot
shape the nation in the image they believe best suits it.

Rarely do they yield power, especially when they have sought it as tenaciously as John
Howard, who won it despite declaring his own leadership ambitions dead after being dumped
by his own party in the 1980s.

Australian prime ministers have generally had to be dragged kicking and screaming from
office, if not by the electorate then by their own parliamentary colleagues or the grim
reaper.

Menzies stands as the supreme example of one who walked away of his own accord.

Then again, what reason had he for staying?

He already had governed for almost a generation, and back in the mid 1960s a retirement
age of 71 (which makes him still our oldest serving PM) was seen as way above and beyond
the call of public duty.

John Howard is now nudging his way towards Menzies territory, a feat once considered
unrepeatable.

If he beats Kim Beazley again, he will surpass Bob Hawke's four election victories.

And if he serves the full term, he will have governed Australia for 14 years, just
three shy of his political hero, Menzies.

Prime ministers seem to acquire a taste for power, and have a habit of trying to retain
it as long as they possibly can.

Three have died in office - Joseph Lyons in 1939, John Curtin in 1945 and Harold Holt
in 1967, the latter in a drowning accident.

Occasionally, but not often - Australian voters are notoriously loathe to implement
change - the electorate tips an incumbent PM out of office, as it did to Paul Keating
in 1996 in favour of Mr Howard.

Sometimes the PM's own party decides enough is enough, as Labor did when Mr Keating
ousted Mr Hawke in 1991 at the second attempt, despite claiming to have had "only one
shot in my locker".

In a unique twist to the party-room vote, Holt's successor John Gorton voted himself
out of office in 1971 after a challenge to his leadership was tied 33-33.

But no such challenge looms to Mr Howard, especially now that he has forced Mr Costello
to back down and publicly accept the status quo.

Ironically, it seems Mr Costello's decision to air claims of a 1994 leadership handover
pact stiffened Mr Howard's resolve to stay in the top job.

Mr Howard sounded out his party, and he didn't need his hearing aid to make sense of
the sonar - the Liberals want him to stay because they judge him to be their best chance
of retaining power.

Bob Hawke was much the same; when it came to the crunch he dug his heels in, despite
having entered into the formally witnessed Kirribilli pact on ceding power to Mr Keating.

History shows prime ministers are recalcitrant in the extreme when it comes to stepping down.

But when someone tries to lever them out they can become downright mulish.

SA: Wild weather causes widespread damage

AAP General News (Australia)

SA: Wild weather causes widespread damage

By Lauren Ahwan

ADELAIDE, Aug 31 AAP - Wild winds uprooted trees and caused widespread blackouts in
Adelaide overnight, with the damage bill for South Australia's electricity transmission
system alone expected to top $1.5 million.

At the peak of last night's storm activity, about 50,000 homes were without power.

Local power company ETSA Utilities described the storms as "one of the most extensive
and extreme weather events" in its history.

It said maintenance crews worked throughout the night dealing with downed power lines,
with most services expected to be restored late today.

ETSA said the outages were caused by trees and falling branches and lightning, which
damaged more than 100 feeder lines.

"The greatest number of people affected was in the Adelaide metropolitan area, but
for a time the whole of Kangaroo Island was without power and there were other outages,
particularly in areas south of Adelaide," ETSA Utilities business relations general manager
Craig Cock said.

"Our crews worked in very difficult conditions to restore power first by working on
the feeder lines which supply large numbers of people then to multiple low voltage lines
and to lines serving single customers.

"In addition we gave the highest priority to public safety by dealing with live wires
which had been reported to ETSA Utilities by the public and by emergency services."

Adding further frustration to households, ETSA Utilities' automated call centre crashed,
meaning they could not advise they had lost their power.

Mr Cock said the problem was regrettable and would be fixed to ensure it did not happen again.

By mid-today, the State Emergency Service (SES) said it had responded to about 800
calls for help.

"It has been quite phenomenal," SES spokeswoman Judith Bleechmore said.

"The vast majority were for uprooted trees or trees crashing and branches crashing
onto houses, fences and cars."

Ms Bleechmore said 50 crews had been kept busy throughout the night and the SES would
continue to work tomorrow to clean up debris.

"There are still reports of trees blocking driveways and things like that but we won't
be getting to them at all today because we've so many calls," she said.

The SA Country Fire Service (CFS) said a passing train was lucky not to be derailed
when it crashed into a tree that had fallen on a train line at Coonalpyn, in the state's
upper south east.

Crews were also called to a number of fires caused by lightning, the CFS said.

CONFERENCE AIRS `BRIGHT IDEAS' FOR A BETTER L.A.(NEWS)

Byline: Keith Stone Daily News Staff Writer

One person suggested that Los Angeles use its sewage treatment plant to grow abalone, a delicious and increasingly rare shellfish.

Another said that the city could deter graffiti vandals if it raised its street signs a few feet.

And a third participant in Mayor Richard Riordan's ``Bright Ideas'' program suggested that the city open its own store to sell street signs, manhole covers and other surplus items.

But perhaps the best of the nearly 240 ideas submitted was Riordan's - to ask Angelenos to brainstorm on how the city could save money and improve the quality of life.

``I'm proud of it,'' the mayor said during Saturday's conference, at which the 25 brightest of the bright ideas were discussed.

``In Los Angeles, we have the most creative and entrepreneurial people in the world. The politicians shouldn't think we know everything,'' Riordan said during the conference at the University of Southern California.

The mayor joined with some 95 other people to begin the long process of bringing these ideas to life. The abalone and raised street sign ideas didn't make it to the conference, having been discarded by the judges, a group of USC graduate students completing their master's degrees in public administration.

But those discussed Saturday included a proposal to open a Los Angeles city store and another that would allow the city to copyright and sell licenses to market some of its famous vistas, seals and freeway murals.

``It's plain capitalism, yet it is artistic,'' said John McCormick, a pediatric nurse from Van Nuys who suggested the licensing of public art. Money raised would be spent to preserve the artwork from graffiti.

``It is something for the city, and it's something for all of us,'' McCormick said.

The city store idea is not completely novel; the Los Angeles County Office of the Coroner four years ago opened a store through which it sells T-shirts, beach towels and other items bearing depictions of chalk body outlines and the coroner's seal.

The plan to license city vistas, the city seal and other uniquely Los Angeles imprints met with enthusiasm for its potential to raise money and burnish the city's image.

``I think it is possible, but there is a lot of work ahead before the city can do it,'' said one participant, Beth Braunstein, who works in marketing for DreamWorks SKG, the studio formed by Steven Spielberg, Jeffrey Katzenberg and David Geffen in 1994.

``It is a fun idea, and it's a great city. There seems there should be a way where something can be done,'' she said.

Another idea discussed would allow the city to charge convicted drunk drivers for the time and expense of their cases. The idea's originator, Sherman Oaks attorney Howard Ekerling, estimated it could raise $1 million for the city.

The California Highway Patrol and a few other police agencies already are taking advantage of the 1985 state law that allows drunk drivers to be billed under certain circumstances.

``The public should not bear the burden of DUI arrests,'' said Ekerling, a reserve police officer. ``I don't think it will deter DUI drivers at all, but it will allow the city to recoup some costs.''

Other ideas discussed included the possibility of creating a second 911 number for nonemergency problems; converting fleet vehicles to run on natural gas; and using the Internet for building plan approval.

FROST & SULLIVAN: Online gambling companies prosper asas market thrives under fire.

M2 PRESSWIRE-12 October 1999-FROST & SULLIVAN: Online gambling companies prosper as market thrives under fire (C)1994-99 M2 COMMUNICATIONS LTD

RDATE:121099

SAN ANTONIO -- Despite the debates over the legal status of Internet gambling, software developers and online gambling operators continue to churn out more games and features to satiate their customers? appetites.

Frost & Sullivan?s latest strategic research, World Online Gambling Markets, examines this exciting market, which generated $834.5 million in 1998'an increase of more than 100 percent over 1997. Analysts expect the Internet gambling software and operations markets to continue experiencing exponential growth up to 2005, when the market will be worth $10.95 billion.

Frost & Sullivan researchers report that software developers and operators maintain that laws prohibiting online gambling will be effectively unenforceable and that people who wish to gamble online will do so regardless. Consequently, market participants march forward despite legal uncertainties engulfing the market.

Key market opportunities revolve around the Internet. As the number of Internet users swells, the pool of potential online gamblers will expand as well. To power growth, gambling software developers and operators are focusing on international markets such as Europe and Asia, where the fastest Internet user growth is occurring.

Improving technology is attracting new gamblers. The development of Java-based software enables players to gamble directly from a Web browser without having to wait for a lengthy download. The widespread availability of graphic accelerators and increasing bandwidth raises the sophistication of graphics on browser-based games to a whole new level. Online companies will have to withstand several threats to stay viable. Enforcement of laws prohibiting online gambling in the United States could become a major stumbling block. The absence of a formal regulatory body has led to a lack of credibility for the industry. The possible entrance of land-based casinos into the market also poses a threat.

'If the U.S. government opts to regulate Internet gambling, this will open the floodgates to the Harrah's and Caesar's of the world to establish online operations and essentially drive the lesser-known operations out of the market,' says the author of the report.

However, market participants able to compete on the basis of reputation, quality, price, features, available games, available sportsbook bets, foreign language sites, payout rate, 'comp' programs and timely payouts will be winners.

World Online Gambling Markets analyzes the online gambling operations market by geography, sportsbook versus casino wagers and net revenues and gives forecasts and percentages of revenues derived from revenue-sharing contracts for software developers. By discussing key industry trends, drivers and restraints, this research provides readers a privileged industry overview.
