The state Board of Regents is poised today to vote on a plan aimed at toughening the requirements for becoming and remaining certified as a teacher.
The long-awaited plan, which has been under discussion for more than a year, is designed to force prospective teachers to gain greater knowledge of the subjects they plan to specialize in, and it raises the threshold for passing scores on certification exams they will take. The plan, which would be phased in through 2004, also would put pressure on teachers colleges to upgrade their offerings by adding full-time faculty members and getting education programs approved by a national …
